Statement by Ms. Shiruzimath Sameer, Representative of the Maldives Delegation to the United Nations General Assembly 69th Session, Intervention on Human Rights in the DPRK
Thank you, Madam Chair.
The Maldives is pleased to have this opportunity to address the Special Rapporteur on the situation of human rights in the Democratic People's Republic of Korea, Mr. Marzuki Darusman. Mr. Darusman's report is testament to the value of the special procedures. His account and analysis of DPRK's responsibility for alleged violations under international law has been highly informative. The Maldives supports the Special Rapporteur's call for holding perpetrators of human rights abuse to account by a competent organ of justice with a mandate approved by this General Assembly.
Madam Chair,
My question for the Special Rapporteur concerns his call for Member States to "engage with the Government to undertake concrete steps to facilitate and verify the implementation" of recommendations accepted by the DPRK during its second universal periodic review. I ask the Special Rapporteur, how can Member States strategically engage with the DPRK Government to assist with the full implementation of these recommendations given the lack of transparency and limited access to the field? How do you propose that the issues with transparency be overcome?
